My boot problem has been 100% CPU usage (bringing 'puter to it's
knees) for about 12 minutes at startup. Runs fine after. What's
Running seems to indicate the activity is in SVCHOST. During these
periods all other processes show zero CPU and SVCHOST is at 90+
(giving a little time to What's Running). SVCHOST Page Fault Count is
nearly 2,000,000 (most processes are in the 5,000 range), all numbers
are WAY above other processes. So now, how do I tell what's broken
inside SVCHOST? The list of what it's trying to do is probably 20
pages long.

I had this problem as well a while ago. I found that it was my Sygare
Firewall. I uninstalled it then reinstalled it. You should be able you
right click on that file in your task manager and end it. I also did
that with no problems. If this is not the case and you do find out
what is happening let me know. Good Luck....
