Snapshot comparison for processes uses process id and parent process id as criteria

In What's Running 3.0 Beta 8 running on Windows 7 x64, the snapshot
comparison for processes includes process id and parent process id as
comparison criteria. Thus, many - perhaps all - processes are reported
as having changed if there has been a reboot between snapshots. What's
Running 2.2 does not include process id or parent process id as
comparison criteria. Is this changed behavior in What's Running 3.0
Beta 8 a bug or desired behavior? I would much prefer a process not
reported as having changed if only process id or parent process id has
changed.
