updspapi.dll is apparently running, but cannot be found by What's Running

updspapi.dll cannot be moved, renamed, deleted because it is allegedly
running, yet it cannot be found anywhere in What's Running. Searching
the Registry shows no trace of it either. Any clues would be greatly
appreciated.

Hi not sure if you want to delete it.It's a Microsoft dll that assists
with setups of updates.

Nevertheless ,it can be deleted if really wanted,but may be needed
later for subsequent Windows Updates.

Well no, haven't been able to delete it via normal means. Haven't
tried the regsvr32 /u updspapi.dll approach yet. Its just curious,
because all my apps are on c:, but this things just sort of appeared
on my d: drive, which has no apps, just data.

Strange you couldn't find it in the Registry.I found several
references of it under Current Control Set.
They referred to my USB drives.
In addition I found even more of them in C:\WINDOWS - All of them
diiferent versions and all related to updates.

But I agree, it is strange that it would appear on your data drive D:\
However, since you have it , it also means that the update, whatever
it was, has been installed.
Have you tried Unlocker ? http://ccollomb.free.fr/unlocker/ or the
regsvr32 /u updspapi.dll yet?
Either one should do it. Most likely after a reboot or possibly while
in Safe Mode.

I don't foresee any trouble arising from the deletion, but you may
want to copy this file before you delete it
and save it to another place, just in case.

I have had other cases where M$ dumped files outside my C:\
drive .Very annoying.
It seems that this may happen if a threshold is reached where "
Windows decides" it should go on another available drive.
