Help with video

Well, you can help me, then. I've been looking for a video I watched
back in 1999 but don't know the name of the artist nor the name of the
video nor the name of the song. I recall what was happening in the
video, so if I described it, would you be able to know what video is
that???

It's worth a shot, gives us as much detail as possible on the video
and the lyrics more importantly and we will try our best.

The artist was afro-american with a cool look; he was slim and as far
as I recall he had dred locks (not sure, though).
The screen was divided in two. He was singing in the right walking in
a city and then he paused there and continued singing in the left (but
there he was in another completely different place).
What's so cool about this video is that it keeps switching from left
to right and this guy sings the exact word every time even when it
paused in the another part of the song.
The rhythm is like techno, disco-something.
How about that for a beginning??
