State of Washington Federal Funds Grant Writing Assistance Program

 

Good morning,  

FFGWAP is reaching out in response to recent December flooding events and the continued challenges many communities and food system partners are experiencing as recovery efforts continue. We recognize that these events have disrupted operations, damaged infrastructure, and created ongoing response and recovery needs across food and agricultural systems.

Program Name: FY26 USDA Foundational and Applied Science Competitive Grants Program- Agriculture and Food Research Initiative (AFRI). The Request for Applications (RFA) for AFRI’s competitive grants contains over 30 separate funding opportunities, each named a different program area priority.  

Program Area Priority: Rapid Response to Weather Events Across Food and Agricultural Systems (A1712) 

Maximum Funding Request: $300,000 

Project Period: 12 months  

Deadline: As a rapid response grant, applications must be submitted within 45 days of the qualifying weather event or disaster. On December 12, 2025, the Federal Emergency Management Agency (FEMA) announced Presidential designation of an Emergency Declaration (EM-3629), which would place the estimated application deadline around January 26. The program recognizes that the impacts of an event may stretch beyond the initial inciting event, and some flexibility may be possible given the ongoing impacts. 

Program Priorities: This program, administered by the U.S. Department of Agriculture through the Agriculture and Food Research Initiative (AFRI), is designed to rapidly deploy strategies and address critical knowledge and information gaps to protect U.S. food and agricultural supply chains during and following weather events and disasters. All applications must directly address impacts associated with a specific weather event or disaster. 

Eligible activities must align with one or more of the following focus areas: 

  • Agroecosystem Resilience: Practices and technologies that reduce disaster impacts on agricultural systems.  
  • Food Safety, Nutrition, and Commodity Security: Strategies to protect livestock, maintain food supply chains, and ensure access to safe, nutritious food. 
  • Health, Well-Being, and Safety: Measures that reduce hazards and support the safety and well-being of workers and communities affected by disasters. 

Cost Share: 100% non-Federal match (1:1 dollar match).

The FFGWAP is designed for Washington community-based organizations, local government agencies, ports, housing authorities, tribes, businesses, state agencies, and others eligible to receive federal funds to prepare and submit grant applications, and to help Washington meet its clean electricity and greenhouse gas reduction goals using approaches that enhance equity, innovation, economic growth, and job creation. The FFGWAP is free for participants across Washington, and organizations that support overburdened, rural, and vulnerable communities will be prioritized.
