Dear eGovernment Working Group,

Thank you to all of those who voted in the eballot thus far. This is a final reminder of the eBallot to approve the self-shut down of the eGovernment Working Group (https://kantarainitiative.org/confluence/display/eGov/Home).

This ballot requires a super majority (75%) of the participants listed on the Participant Roster voting in favor of self-shutdown.

Dear eGovernment Working Group,

The Chairs tell us that the WG has been quiet for some time now. Light attendance on calls and light activity on the mailing list. 

That may be partly due to no specific work item such as a Report or Recommendation that the group is motivated to coalesce around, but equally due to a range of other factors. The eGov has delivered some great work in past years, such as the SAML 2.0 profiles prior to their transfer to the Federation Interoperability to carry forward, the Code of Conduct for Relying Parties and the hosting the webinar of the Australian Government's TDIF that it can justifiably feel very proud of. In more recent times the WG has operated more as a DG, sharing updates from conferences and industry news. Even if there was enthusiasm to spin up an eGOV DG, it would still require De-chartering the WG that this email introduces, before chartering a new DG. The future trajectory should become clear from the comments that accompany the eBallot linked below. 

With this is in mind, the WG leadership feels that the time has come to give WG Shutdown serious consideration. The WG leadership has made the Leadership Council aware and suggested the eGov WG run a ballot for voluntary self-shutdown - a clear way to determine the feelings of the WG participants because votes will either be Yes, No, Abstain or No Response and with the Operating Procedures requiring a Super-Majority (75%) of participants voting on a self-shutdown ballot, it will become immediately clear what the groups feelings are.

If there's a strong feeling that the WG should continue and this exercise results in renewed enthusiasm to lead and participate, that would be the very best of outcomes. If that feeling is not strong, then equally, the results will show that and the WG leadership can take the case to the Leadership Council to ratify.

Accordingly, this email initiates an eBallot to approve the self-shut down of the eGovernment Working Group (https://kantarainitiative.org/confluence/display/eGov/Home).

Section 4.4.2: WG Shutdown (part e) of the Operating Procedures says, “A WG may at any time vote to De-Charter itself by a Super Majority of those voting on the motion to shut down the WG. The result of the vote to De-Charter must be put before the LC for ratification”.

This ballot requires a super majority (75%) of the participants listed on the Participant Roster voting in favor of self-shutdown.
