What steps will reproduce the problem?

1. Configure an external publisher, such as wunderground
2. When it is not raining, rain rate is null instead of zero

What is the expected output? What do you see instead?

Upload zero rain rate values when not raining. This will mean rain rate
parameters and graphs display correctly on wunderground, metoffice wow etc.

What version of the product are you using? On what operating system?
