Dear Professor Bhargava,
This is to request an extension of the deadline seeking public inputs on the NLEAP as most disabled citizens and related professional stakeholders have become aware of its existence only in the last 24 hours. There seems to have been an oversight in dissemination of this information with this call for comments not even being included in the What's New section of the ICMR website. Nor has this been announced via a Press Information Bureau media release.
This article from 5 days ago is the only media awareness of this exercise, (that too niche instead of mainstream media).
Furthermore, and most crucially, our blind peers report not being able to access the draft document as it cannot be read and navigated with screen reader technology. It is therefore not compliant with
The Guidelines for Indian Government Websites GIGW-2 that
is mandatory from 15-June-2019 for both public and private entities under India's disability act and rules. (Refer
http://bit.ly/design-for-diversity for details. We would be happy to guide ICMR on how to fix this so the document is at least accessible to all English speaking Indians with access to the Internet!)
In view of the points covered above, please extend the deadline by another 4 weeks
after ensuring document and interface accessibility and issuing a press release. As always, it is preferable that all calls for public participation in policy making are announced via PIB and routed via
MyGov.in which is a more transparent and open way of seeking inputs. It could also be mirrored on your website if required.

Public comment on draft National List of Essential Assistive Products (NLEAP)
ICMR encourages and invites views and inputs from the public on draft NLEAP. The public comment period is an important stage in the development of NLEAP since
it captures comments in order to address areas of concern.
Anyone who feels they have something to contribute to a draft list is encouraged to make their comments on the ICMR website here.
Your comments and feedback will help us in finding and filling the gaps, if any.
Comments can be
uploaded anytime during next four weeks after the day it is displayed on ICMR website.
