As you may be aware, the Draft National Education Policy was released in the beginning of June, and after initial deadline of 30th June the deadline for public feedback has been extended to the 31st of July.
We have attached the response to the entire document. The MyGov response system allows one to respond to each subsection as so this is the template we have developed to respond to most of the points raised in the NEP from the perspective of persons with disabilities.
Many inputs from this have come from
the excellent discussions held in Chennai and Ananthpur around the
Parallel Reporting process and is also based on the 2016 response we
collectively provided on the "notes for the draft education policy". This has not yet included all feedback received from the last round of responses based on the first part of the NEP.
Please note that this document reflects our views as an organization - it prioritizes inclusive education and opposes Home Based Education as proposed under the Right to Education Act, calls for mainstreaming of governance and expenditure on the education of students with disabilities instead of the current split between the MSJE and the MHRD, and calls for reframing of schemes and programmes that presently exist for persons with disabilities in lines with the CRPD. We also believe in mainstreaming of teacher training to ensure that all classrooms are inclusive. Having said that, we do want this document to be as reflective of the disability sector as possible and so to that end we invite comments from you. We especially invite references to good practices and studies on inclusive education practices and any policy commitments which you may have seen in your respective states.
Since this document is very long, there is a table of contents that will help you jump to areas of your interest. Each entry refers to a para number which reflects the original content in the NEP. So if you want to know more about that the NEP says, you can look for the para number in the policy document. (see links at the end of the email)
Please respond para wise (either our para numbers or the para numbers of the NEP) because this is a very large document and we will find it extremely difficult to compile all responses without this support from your end. Please send in your feedback by the 25th of July to allow for re-circulation of this document for further comments and endorsement. Please feel free to forward this to others who may be interested in contributing to this process.
Along with the MyGov responses we will also be sending this as an Annexure to a more concise covering document to the MHRD, so we invite your support to this document as well, if you think it is worth your support.
