The Supreme Court of India has required the DEPwD-MSJE to formulate minimum-mandatory accessibility rules after duly consulting stakeholders and involving CDS-NALSAR . 

In furtherance of that mandate a general invitation is being issued to all stakeholders to seek an expression of their interest to voluntarily participate in the exercise. 

All groups or individuals who wish to contribute to this exercise are invited to fill this  form by Saturday 14th December 2024 : Https://bit.ly/depwd-cds-form

We had our last meeting on the way forward on the 23rd of November and after that we have been silent. We were working on the google form and removing its bugs and have just settled it. I will send the form in a separate mail this mail is to connect with you on two things.

1.      Phase I of the Future Plan

2.      The Link between the Ministry’s Work and Our Work.

If you recall I had mentioned that the CDS Report had asked the Supreme Court to make the following standards mandatory. These are

       National Building Code for Physical Environment

       Indian Roads Congress Guidelines for pavements and road-based infrastructure

       Guidelines for Websites and mobile applications

       Low floor buses for within city travel and buses with hydraulic lifts etc at best for point-to-point intercity travel

       AIR TRANSPORT SERIES ‘M’ PART I ISSUE III) on Carriage by Air of Persons with Disability and Reduced Mobility  2021 version (6th revision of CIVIL AVIATION REQUIREMENTS SECTION 3 

 

The Court did not accept our recommendation but since there is near unanimity on these guidelines, it was suggested that let us begin our work by looking at these instruments and decide if we wish to make any amendments in them especially to ensure that they address the concerns of all impairments.

If could either send us your approval or your amendments we could rework these amendments so that we can settle a draft on which we can all agree. We can seek feedback on this draft either by circulation or by holding an online meeting.

On the second count, the Ministry started its stakeholder consultations yesterday. However, if we wish to use this opportunity maximally, then it is important we reach internal consensus before we negotiate with the Ministry. Otherwise, the Ministry will only hear us but may not follow what we say because we are not speaking in one voice. The CRPD negotiations took off because civil society did its consultations firstly among themselves and then with the States. We could follow the same procedure.

We will send you the Google form asking you to choose the group you wish to belong to. Also create the Advisory Board after seeking consent from domain and experience experts.

For the present if you could just feedback into the above rules by either providing your amendment or to say you approve.
