The Politics and Disability Forum, in collaboration with CIVIS, is convening an expert webinar to discuss the Draft Karnataka Rights of Persons with Disabilities in Employment and Education Bill, 2025.
The draft Bill proposes mandatory reservations for persons with disabilities in private employment and higher education in Karnataka. If enacted, it will have direct consequences for employment law, education law, compliance frameworks, and disability rights advocacy. Given the likelihood of similar policy moves in other states, a close and critical examination is necessary.

The discussion will focus on the legal design of the Bill, compliance obligations for private establishments and educational institutions, potential loopholes, penalties, and its alignment with the RPwD Act, 2016 and the UNCRPD. The session is intended to inform submissions and sector-wide feedback before the consultation deadline.
The last date for submitting comments on the draft Bill is 21 December 2025. This session is part of an effort to enable informed and coordinated engagement from the disability and policy sector.
