I have read everything you've sent us carefully, along with all the other contributions. I haven't added any comments because I feel quite inadequate to the task, not being a lawyer and out of my depth with the nuances of legal language.

I am extremely grateful to you for all the efforts you have made to make the bill comprehensible to lay people. It is not only clear but also very convincing. I am especially happy that you highlighted the issue of "prevention" of disability and the Hitler-esque connection with eugenics that can easily arise when the lines get blurred.

I would like to add my signature to the document and hope, once I hear from the rest of our team, to add the name of the Latika Roy Foundation as well.

For the moment, please just add my name as an individual.

Hello everyone, once again:

I've more or less finalized IPCDLP's analysis piece on the Disabilities Bill. It is attached to this document. There is also a summary of the observations made on pages 6 to 11 of the submission for ease of reading. I realize it has become quite voluminous.

Many senior persons in the movement have expressed the view that it is prudent to ask for the withdrawal of the Bill and its reconsideration in toto as there are many, many lacunae which will be impossible to fix overnight, as it were. As you can see from my document, the Bill actually misunderstands the UNCRPD completely. I am of the firm belief that such an exercise, though currently being undertaken, will not reflect all of the needs of persons with disabilities, simply because the movement is being limited to a small group of people who are relatively privileged and perhaps relatively able. Personally I do not think asking the Cabinet to enact 2011 or 2012 is a satisfactory response either.

I have drafted a letter to the Minister for Social Welfare and Empowerment asking for the withdrawal of the Bill and the Constitution of a Committee to review the Bill. I have included the names of persons who have supported this view to me so far. I have also included the names of many of you (11, in fact) who have contributed to this analysis but I have not included you or your organizations as supporting this. If you have been named as a contributor and would not like your name associated with this endeavour as a contributor you can also let me know.

The Disability Rights Alliance is having a meeting in Chennai on the 30th, Meenakshi and Co. have been circulating information on the same. I will be working out modalities on how to take this document forward after that meeting. Please keep sending your feedback and comments till then as well.
