Solar data for Penman-Monteith

Hello,
I am attempting to develop the dataset I need to run the Penman-Monteith Method in Wetbud, but I'm not seeing the “All sky normalized insolation clearness index” the NASA POWER source listed in the Wetbud manual. Is there a way to calculate it from these parameters:  
  • All Sky Surface Shortwave Downward Irradiance
  • Clear Sky Surface Shortwave Downward Irradiance
  • All Sky Surface Shortwave Downward Direct Normal Irradiance
  • All Sky Surface Shortwave Diffuse Irradiance
  • All Sky Surface Albedo
  • Top-Of-Atmosphere Shortwave Downward Irradiance
  • Cloud Amount
  • All Sky Surface Photosynthetically Active Radiation (PAR) Total
  • Clear Sky Surface Photosynthetically Active Radiation (PAR) Total
  • All Sky Surface UVA Irradiance
  • All Sky Surface UVB Irradiance
  • All Sky Surface UV Index

The clear sky Insolation Data are available as per below

 

 

 

There are default parameters available but you can enter your own
