PDF of black book/offering plan

I recall there being some discussion awhile back about a PDF copy of the offering plan we received but if it ever existed I either didn't receive it or no longer have it.

Does anyone happen to have a digital file of this that they could share?

Good Morning Neighbors,

I am seeking help from all of you.  Recently, I have been suffering from the smell of marijuana/cigarette smoke from my bathroom's ventilation, especially from the master bathroom.  I live at 595/1004.

This person(s) smokes marijuana/cigarette all night every 1.30 hours to 2 hours, and smokes all day on weekends.  I am not home during the weekdays as I am working.  

The smoke invaded my night sleep - waking me up 4 - 5 times due to the smell of smoke, unable to go back to sleep, and it starts all over again after 1.50 - 2 hours interval! I screamed at the ventilation, hoping the person(s) could hear my complaints, but to no avail.

I have sent emails to the management since last year, but there is no improvement.  Last year, smoke came through ventilations in the living room, kitchen, and bathrooms - every ventilations!! 

Would be greatly appreciated if anyone can help/advise me so that I can sleep and enjoy my home stay. I am an elderly and the ongoing sleep deprivation can affect my health which I have been keeping very well for the last 69 years!

I understand you very well. I live at 595/1403 and used to live with the same problem. It has been more than 7 years that I block all vents. It was the only way I could avoid the smell and alergies.

Hello, Katherine,

I have the same issue and have found the following information: "If a federally backed mortgage was used to purchase or refinance the building, then smoking marijuana there is illegal, regardless of the state law." Yes, smoking marijuana is legal in NYS, but not under the federal law. If our owner has a federally backed mortgage for the building, like Island House have, then the Management is legally obliged to act to stop tenants from smoking marijuana in the building.

Hi Bojana,

Thanks for the info.  Smoking and vaping in the apartment buildings in New York City is illegal too, and Westview Property management has informed all tenants about the policy.

The issue is that there are some people who disobey the law for selfish reasons. I am not sure how the property management can crack down on illegal activities.  

What I know is that the person(s) who smokes every day/night is living near me.  The smoke smell through my master bathroom's ventilation is very strong, It smells like he/she is smoking right next to me.

You should notify the Management. There are things they can do - if they want to.

Let me add that yes, if you report illegal activity to the Management, they cannot ignore, they are required to act.

And if it is already known that smoking weed in our apartment building is illegal, you can also call PSD and ask them to make a report. Do it a few times, then let the Management know, I guarantee you something will be done.

If those copied here would like to support a call to the Management to at least advise tenants of the law against smoking marijuana in the building and of the penalties if the law is broken, I would be happy to sign a letter or petition. Strength in numbers!
