Pretty sure the ME "controller" AP doesn't have the lightweight firmware image needed for the other AP's to join OR the image is not availabl;el on the TFTP server entered into the DHCP/IP address settings entered into the AP's that are trying to join.
Last time I did a ME deployment I found out that the ME AP doesn't have any firmware for AP's at all. They have to be added to a TFTP server. This is different when using a hardware controller which has all appropriate firmware images already loaded.

I have an 1852i running in mobility express mode. I am having trouble getting additional AP to join the controller. I can see the access points listed in the ME management but they will not join. The error I receive " AC rejected join request" "controller rejected image download as maximum congruent predownload limit has reached"
I have the same issue, but controller was 1830 and running image 8.4 which i later upgraded to 8.5 suggested release but still AP is not getting registered. note in 8.5 I m not getting error to join next WLC.
In a large wireless network, preloading the image to the access point may be something of interest to you. This process will lessen the overall downtime of your wireless network during the upgrade process. By preloading a new image to the access points in advance, negates the need to wait for your controllers to update the access points individually, which prolongs the upgrade process.
When you do a preload push there is a maximum number of concurrent predownloads. It is limited to half the number of concurrent normal image downloads (10 normally / half is 5). The access points not taking the download will then receive a random timer between 180 and 600 seconds. So this means your 4400s will do a preload of 5 access points at a time. The other 95 receive back off timers.

In order to limit the Guest Access, you can specify the Maximum simultaneous logins in the Guest Type configuration.
Navigate to Work Centers > Guest Access > Portal & Components > Guest Types and change Maximum simultaneous logins option, as shown in the image:

You can publish events individually or batched.The publication limit (according to SKU) applies regardless of whether it is a single event or a batch. Publishing events larger than the maximum threshold will be rejected.

The following table illustrates the default and maximum limits of the number of resources per region per subscription. The limits remain the same irrespective of disks encrypted with either platform-managed keys or customer-managed keys. There is no limit for the number of Managed Disks, snapshots and images per resource group.
For unmanaged disks, you can roughly calculate the number of highly utilized disks supported by a single standard storage account based on the request rate limit. For example, for a Basic tier VM, the maximum number of highly utilized disks is about 66, which is 20,000/300 IOPS per disk. The maximum number of highly utilized disks for a Standard tier VM is about 40, which is 20,000/500 IOPS per disk.
When working with VM applications in Azure, you may encounter an error message that says "Operation could not be completed as it results in exceeding approved UnmanagedStorageAccountCount quota." This error occurs when you have reached the limit for the number of unmanaged storage accounts that you can use.
There are situations where you want to fail a Job after some amount of retriesdue to a logical error in configuration etc.To do so, set .spec.backoffLimit to specify the number of retries beforeconsidering a Job as failed. The back-off limit is set by default to 6. FailedPods associated with the Job are recreated by the Job controller with anexponential back-off delay (10s, 20s, 40s ...) capped at six minutes.

Note that a Job's .spec.activeDeadlineSeconds takes precedence over its .spec.backoffLimit.Therefore, a Job that is retrying one or more failed Pods will not deploy additional Pods onceit reaches the time limit specified by activeDeadlineSeconds, even if the backoffLimit is not yet reached.
