Well I guess it is time to resurrect this discussion group...

As some of you are probably aware of the city is allowing the
extension of Pritchard Road to Chafee Road South. This will mean the
half dozen or so warehouses currently at the end of Pritchard will
have a direct route to I10. This is also going to encroach on the
Whitehouse OLF as it will be within 1900 feet from the east end of the
runway. The city is once again playing games with the residence of
Whitehouse. They are stating this is a private development that they
have nothing to do with, the following is directly from Daniel Davis'
office.

In regards to your other questions regarding the actual project out
there, this is not a city project. This is a private, developer
funded project. It is being built by Northfork Southern R/R. We have
had several calls on this project actually from people living in the
area. I have been telling everyone to contact the VP of Field
Operations for the project to voice your questions/concerns. His name
is Eddie Greene and he actually lives out in that area. He can be
reached at: 904-759-6174.

First off this is obscured, the city has to permit this extension and
verify zoning at a minimum... I would also think they would need to
get the approval of the Navy. It is very unfortunate that our
councilman the honorable Mr. Davis didn't take the time to notify us
of this extension but it is typical...

I received a flyer that a meeting will be held August 26th from
7:00-8:30pm at the Chafee Road library. It seems to be unfortunate
that the city didn't believe they needed to discuss this with the
residents of the area impacted prior to construction beginning. I
hope as many of you as possible will turn out to the meeting.

There are several questions that come to my mind...

How does the Navy feel about this encroachment on Whitehouse OLF?
How long before the traffic patterns dictate that the intersections of
Chafee Road and West Beaver Street be improved? We all know how this
intersection needs to be improved.
What are the future plans to widen Chafee Road?

Seemingly, neither does Mr. Davis want our military to have equal access to
our voting process for you see, his budget finance committee failed to
render equal respect to the Republicans as he has rendered to the Democrats
in the past (as of the close of day yesterday).

I wonder what line he shall arrive at to admonish [again] for so daringly
challenging him [once more]?!

After talking to Mr. Davis, he indicated that he is interested in meeting
with the group if there are any outstanding issues or concerns revolving
this matter. He assured me that this evolution is a matter of compliance
(from the nineteen seventies when it originally passed).

As I understood the essential tenant of this matter, the street lighting and
number of lanes in traffic must meet minimal standards in accordance to the
original bill's intent.

Now for those of you that know me, I am an American Curmudgeon. I take the
side of citizens distressed by government or their representation.

When I see the need to resurrect this group again, I am naturally defensive
mode bound.

Apparently I have offended Mr. Davis. I am truly sorry for offending him in
any personal level.

Odd that the property that is immediately adjacent to Old Plank is Zoned Rural Residential and had a house built on it in 2000.  Should that property not need to be rezoned?

FYI, not sure how a piece of property not associated with the initial PUD can be deemed part of an infrastructure improvement and why there haven't been any meetings to discuss this "infrastructure improvement" with the members of the community.

Mr. Sprague,

 

I forwarded your email on to our Zoning Administrator within the Planning and Development division to do research on your question.  To answer, no the property does not need to be rezoned.  This property was sold to Norfolk Southern on September 24th, 2007 for $380,000.  The house was then demolished by Norfolk Southern.  Roadways are considered infrastructure improvements allowed in all zoning districts, so a rezoning was not required.

Yes the meeting is still on.  starts at 7pm at Chaffee Road Library.
