Unsurprisingly, I was unable to present all my concerns, opinions and recommendations concerning Zoning Redesign in the two-minute segments allowed at the various meetings.  With the help of and contributions from Peter Bruce I have prepared the attached Memorandum that outlines what I would like to have said.
 
I understand some of the difficulties that the City Council has had to overcome as a result of having no City Council staff with sufficient zoning and/or planning experience.
 
I appreciate the work of the staff of the Planning and Development Department.  However, their training and responsibilities are to the City and the Governor’s plan to add 8,000 units of housing to Newton.
 
I have tried to avoid arguing for or against a particular point but I have indulged in presenting information that I believe is the cause of some of the opposition to City's plans.
