During the Month of May the Vice Control Unit under the direction of
Captain Peter Dillon conducted an Anti- "John" Sting throughout the
city. Undercover female police officers acting in an undercover
capacity were put on the street to loiter and act like street walkers.
The Vice Control Unit made the following arrest of "johns" who would
approach the undercover officers and proposition them sex for money.

1) Michael Hedges age 57 of 17 Towne Street, Chicopee, MA: Arrested on
05/08
at 1:25 P.M. at Main and Gardener Street
2) Richard Peabody age 43 of 65 Mohegan Ave. Springfield : Summonsed
on 05/15
at 7:40 P.M. at School and Mulberry Street...*due to his medical
condition he was not
arrested but summonsed into court
3) Miguel A. Laboy age 57 of 602 Dickinson Street, Springfield :
Arrested on 05/15
at School and Mulberry Street
4) Andrew Frappier age 43 of 69 Monson Road, Wales, MA : Arrested on
05/22
at School and Mulberry Street
5) Gregory Alexander age 27 of 191 Boston Road, Springfield : Arrested
on 05/22
at School and Mulberry Street

All five subjects are charged with SEXUAL CONDUCT FOR PAY.

This deployment and arrests are the result of Commissioner Fitchet's
war on drug dealing and prostitution in the city's neighborhoods.
This type of undercover "sting" will take place in the coming weeks
and months. Every time a suspect propositions an undercover female
officer and is arrested, his picture will be sent to the press to
deter other customers from coming into Springfield. It is proven that
Prostitution attracts drug dealers to the same neighborhoods and along
with it other drug customers. What fuels prostitution is the customers
willing to pay for sex. All the proceeds from the Prostitution ends up
in the drug dealers pockets. 100% of the prostitutes in Springfield
are drug dependent.
