1. Confirmation of missing SCC materials.
Thank you for the confirmation that the two 2011-2012 SCC items referenced in my 14 Feb. e-mail remain missing from the West High website, despite the Feb. 13 written reply by SCC Chair Steve Asay that "everything was there."
These violations continue despite months-long, protracted, and repeated attempts to have these SCC materials be posted, in keeping with the Utah Administrative Code.
2. 09-12-2011 Agenda.
As you noted, 09-12 Agenda is not available on the WHSCC site, including at the indicated "09-12" link, despite repeated requests now dating back several months.
Thank you for directly sending me a copy of the 09-12-2011 agenda.
However, the larger issue remains of making this and other still-missing (and future) SCC materials readily available to the public on the West High website, as required by the Code.
I agree that providing the 09-12-2011 agenda on the WH site should be easy enough to fix. However, I previously brought the matter directly to the attention of Principal Parley Jacobs and subsequently to the attention of two other members of the WHS administrative staff, so far without reply or resolution.
3. Minutes for the "08-29" 2011 SCC meeting.
As you noted, the Minutes for the "08-29" 2011 SCC meeting remain missing at the WHSCC site.
It is plausible and arguably likely that SCC Chair Steven Asay still has not provided the August 2011 Minutes to the West High administration. Alternatively, it is possible that Principal Jacobs has received them relatively recently, but that they have not been posted. Either way, they remain missing, despite repeated requests now dating back several months.
4. Recording for the "08-29" 2011 SCC meeting, and relationship to the Minutes.
I was finally able to obtain a presumed copy of the audio recording of what was identified as the August 2011 SCC meeting, but only after a delay of several months.
As I have previously described, there are serious questions regarding not only its poor audio quality that render major portions of it unintelligible or almost so (as you also noted), but also its completeness (judging from its length and apparent contents), among other issues.
Mr. Asay's previous response, "As to the quality of the recording, the law does not say what it must be," is an informative indicator of the standards and criteria he uses as SCC Chair.
Be that as it may, I agree with you that the poor quality of the recording, presumably of the SCC August 2011 meeting, would not by itself appear to preclude providing Minutes for that meeting.
PLEASE NOTE: The recording itself indicates that someone was appointed to take the Minutes. Thus, presumably the Minutes for this recorded SCC meeting already exist in some form.
Accordingly, there appear to be other factors involved for why these required Minutes have not been publicly provided on the West High website, thereby continuing to violate the Utah Administrative Code.

Hi Greg,I looked at the West High website today, Monday, Feb 20 and found that the two problems you listed below are indeed present on the site. I am attaching a copy of the draft agenda for 09-12-2011. I don't know if it changed between the draft and the actual meeting. I will look through my notes and see if I can find the actual agenda for that meeting. I would assume that Steve Asay still has the original of that. It may be that the link on the website just points to the wrong file. In either case, that should be straightforward to repair, I would think.As for the 08-29-2011 meeting, my recollection (which might be wrong) is that there is a very poor quality recording of the meeting that is unintelligible. Nevertheless, motions were made and passed at that meeting that related to Dan McGuire in particular, and I assume Steve Asay has a handwritten record of those. Whatever documentation does exist should be collected and posted.
