Its been a while since I've used it (and I don't have a Windows box handy to test on) but I remember using an image viewer called JPEGView. From memory, I seem to recall it supporting the feature you need most: refreshing the display when the source file changes. In any event it is one of the few open-source image viewers for Windows that I found to holds its own.
It has a few extra tricks up its sleeve like the ability to slideshow a folder of images and do quick on the fly basic editing, but its real claim to fame is the lightweight interface that stays out of your way.
Sumatra PDF, though mainly used as a PDF reader, DJVU reader, and EPUB reader, can also open most image formats and automatically refreshes the document view, without locking the document if any other program is processing it. Quoting its web page, it opens:

This may be a bit unconventional but Sublime Text does this quite nicely. I haven't tested it with many file formats, but it's working for a PNG file just fine. In my particular case, I need it to update a python plot as I change it.

I've googled this issue a few times but I have never managed to find a solution. I've closed all tabs in frustration and gone back to living my life but I just can't anymore. I need some sort of workaround. I can't have to intiate an import of every folder in Lightroom just to see what pictures are in that folder(I do manage my folders, but sometimes you just wanna take a quick look). There has to be some easier solution, and a free one.
On edit, it sounds like the 5DIV doesn't have an imbedded jpg so the standard viewers like IrfanView aren't going to work. It sounds like you will have to stay with DPP or a full featured program instead of getting a fast preview.
I switched to IrfanView a LONG time ago as my default image app for Windows and it has handled every form of graphics file I have thrown at it including the RAW files from my 1DM2 and 1DX M2. It is fast and free and also handles fairly obscure stuff like djvu files. It also provides some basic image manipulation stuff when you want to do stuff with files on a pad or very limited PC that won't really support DPP or other heavy duty stuff.
Edit: come to think of it, it's not even necessarily CR2 since the 1DX mk2 is CR2 as well and I can open those. probably has something to do with what you mentioned about the imbedded jpg - it's weird though, why wouldn't the MK4 have that? is this a "Canon issue" after all and not necessarily a Windows one?
it almost worked... you could download a plugin for CR2 files off of IfranViews website and activate it through the preferences, but it still gave me a decode error. it said: "Note: this PlugIn requires additional Canon DLLs. Suddenly when i right click on images the first option is edit and double left click causes images to open in MS paint. After using this solution i see irfanview still messed up. When i left click it opens irfan once again however i get 0/1 or 1/1 images and i can no longer go to the previous and next image.
I tried setting the file assoc by opening irfan in admin mode but i dont understand how to (I click ok but it doesnt seem to work and no button that 'sets' it). How do i set file association/Allow going to next/prev image?
To set the type A (open) associations, check the boxes for the file types you want and click OK. If you're having problems setting the type A associations in Windows Vista or Windows 7, the text at the top of the settings box suggests you might need to start IrfanView as administrator. (In the Start menu or Desktop, right-click on the IrfanView icon, and select Run as administrator.)
