The film was tentatively titled D47, being the actor's 47th film in a leading role.[8] In April 2022, multiple sources reported that the film was titled Captain Miller and that it would be set in the 1930s.[9][10] In an interview to the media in late April, Matheswaran revealed that the film was not about the real life LTTE rebel Captain Miller. He further revealed that it is an action adventure film which would be mounted on a massive budget to cater to a larger audience and would not have any item songs.[11] The film was officially announced on 2 July that year with Captain Miller being confirmed as the title. The director gave that title because he was impressed by Tom Hanks's character John Miller from Saving Private Ryan (1998).[12] The project went through a year of extensive pre-production for greater detailing.[13] Matheswaran recruited G. V. Prakash Kumar for composing the music, who had earlier worked with Dhanush in seven films. Shreyaas Krishna was hired to handle cinematography. However, he was replaced by Siddhartha Nuni during filming in mid-January 2023.[14] Nagooran Ramachandran who was chosen for editing, had worked with the director on Rocky (2021) and Saani Kaayidham (2022) previously.[15]
"Marching Song of the First Arkansas Colored Regiment" is one of the few Civil War-era songs inspired by the lyrical structure of "The Battle Hymn of the Republic" and the tune of "John Brown's Body" that is still performed and recorded today. Lindley Miller was admitted to the bar in 1855, and established a successful law practice in New York City. Even as a young man, he was a noted orator and poet. After President Lincoln's proclamation of war in April 1861, he enlisted as a private in the 7th Regiment, New York State Militia, known as the "Silk Stocking Regiment" for its elite membership. He married Anne Huntington Tracy of Manhattan in May 1862. In August 1863, Anne Miller died after childbirth, at age 24, and their infant child died a week later. Heartbroken, Lindley Miller sought to become an officer with a colored regiment. He received a commission as captain in the First Arkansas Volunteer Infantry Regiment (African Descent) in November 1863.[7]
The "Marching Song of the First Arkansas Colored Regiment" is known today through the song sheet issued by the Supervisory Committee for Recruiting Colored Regiments in Philadelphia. The "Song of the First of Arkansas," written in dialect, was one of several broadsides issued by the Committee for recruitment purposes. The broadside had this brief introduction: "The following song was written by Captain Lindley Miller, of the First Arkansas Colored Regiment. Captain Miller says the 'boys' sing the song on dress parade with an effect which can hardly be described, and he adds that 'while it is not very conservative, it will do to fight with.' Captain Miller is a son of the late ex-Senator Miller, of New Jersey."[10] The song was also included in a collection of Union Army songs published in New York in 1864.[11]

Reporting for duty on October 7, 1942, Miller received his formal commission as captain in November, was transferred from the US Army to the US Army Air Forces (USAAF), and assigned to Maxwell Field, Alabama. By 1943, Miller was named the Director of Bands, Training, for the Army Air Forces Technical Training Command and moved to the USAAF Basic Training Station #2 in Atlantic City, New Jersey. As Director of Bands, Miller began to recruit. Any civilian who wanted to play for him in the Army Air Forces simply had to write him a letter of intent and give him details on their skills.
