Last I heard spinning on Civic Square was a nono for the Tuesday fire group - might pay to check whether doing so will lose us our permit for the rest of the time before going ahead with this.  Bron will know but I don' tknow if she's still on this list.

We meet and spin fire in Frank Kits Park Tuesday nights weather permitting.
Please bring Koha if you wish to use the fuel provided.
This is pegasol and is highly refined kerosene $5 minimum.
As a safety tip, we ask that you do not soak your undergarments in flammable fluids before spinning. We do not want a repeat of that incident.
If you wish to bring your own fuel, please bring your own green dipping bucket so you do not mix the peg with regular kero. Orange buckets are also accepted.

permission is/was given for either tuesday or thursday in frank kitts park. ie tuesday, unless weather is crap  then thursday fallback.

one may wonder whether it could be argued as not a "performance" as such as thus possibly outside the rulebook governing use of public areas, however it would likely fall under classification of dangerous activity and could well be the excuse they need to evict people from the protest area.

it would be a damn shame if this were to be responsible for fucking up the regular fire-players' relationship with the council.

you're council needs to chill out :) down here we are allowed to spin wherever and whenever we want, it was the same deal in takaka, in fact what are the exact wellington laws preventing fire spinning in public places?

sorry that doesn't help at all, but it would be interesting to know such things :)

i have a fire buskers license if that helps? tho i think it governs specific areas, will check. I dont want to cause any grief to the occupiers so maybe we should leave it... what do you think?

I have had no issue spinning on cuba st, or the park on guznee st and the police have definitely seen it.. although i do agree we don't want to ruin anything for the occupy guys... and if there is going to be a reporter there.. may not want to try and push any boundaries.

There has been lots of fire spinning at the occupy down here - it has added to the atmosphere, i say go for it - i bet there isn't actually any laws prohibiting it

yeah under their "public places" regulations http://www.wellington.govt.nz/plans/bylaws/public-places.html there is the following:
-------------------------------------------------------------------------------------

3. Restrictions affecting public access

3.1 The Council shall have the right to prevent any game being played or any other activity whatsoever being undertaken that is likely to damage the place or harm a person or which is otherwise undesirable, disorderly, or dangerous.

3.2 The Council may close any public place at any time for the purpose of maintaining or improving it, or for holding sports matches or any other performances, or for any other purpose that the Council considers necessary or proper.

3.3 The Council or a member of the police requested by the Council, may exclude or remove any person:

  1. who has acted in a manner that is contrary to conditions of use set by the Council, or
  2. who is not bona fide using the place for its normal intended purposes, or
  3. who has contravened any of the provisions of this Bylaw, or
  4. for any good and sufficient reason relating to the efficient, reasonable, and fair management of the place.
-------------------------------------------------------------------------------------

Yup, my reading of the WCC rules is that they have the legal power to dump a heap of shit on both us and the #occupy people.

I'd say contact WCC first and ask nicely, pointing out that we've had use of Frank Kitts for what... four years now? without trouble. Sadly, I don't have the contact details to hand, as I'm at work, but Bron may know who our contact at WCC is.

So I propose that we* contact WCC.
- If WCC say yes, then we're sweet.
- If WCC say no, then suck it up, coz we don't want to give anyone an excuse to screw over the #occupy guys.
- If WCC don't say anything, then they haven't said yes, so we presume they have said no.

Does that sound like a plan?

Also, sadly, this isn't Takaka.

Jez

(* - when I say "we", I'd like to say someone else coz I'm a tad busy today, but if someone can get me the name and number of the right person at WCC, then I can do the ringing around.)

the contact changed, i have some info, passing it on.

yeah i didn;t mean to be a gringe about it all. I hate the idea of going OMG THE RULES, but I like the idea of not giving reasons to get stroppy.

note this from the public performance guidebook:

Street performance licences:

... (cut) ....

Provided they are not using dangerous materials or objects, performers employed for a scheduled street event approved, or organised, by the Council (including protests, community festivals and commercial promotions) do not need a street performance licence for that event. However, organisers of street events must ensure that the street performance standards are complied with, or obtain approval for exemption from the conditions.

... (cut) ...

Guidelines for organising street events:

The following guidelines apply to organisers of street events:
people organising street events including parades, festivals, marches, protests and the distribution of fliers or free samples are referred to section 17.3 of the Public Place Bylaw, and asked to inform the Council of their intentions. This is to enable the Council to share information about traffic management, potential risks to pedestrians or clashes with other activities

if the event includes performance, the performers are not required to hold street performance licences as the organisers are responsible for ensuring the performance complies with the conditions in this guide. Organisers should ensure performers get a copy of the Council guidelines and make sure all performers understand the street performance conditions

Ok, we are GO FOR RELOCATION!!!

I've just spoken with Toby Acheson at WC (803 8077 for future reference). I explained to him what we plan, he's happy with that.

So, the plan:
1) Move tonight's meet-up from Frank Kitts to the protest site and spin near there, whether that's on the City to Sea Bridge or Civic Square.
2) We will spin in a safe space and will not impede the passage of anyone traveling through the area.
3) We'll be there from 8 until 10 pm.
4) I expect around ten people to be along, although obviously not all of us spinning at once.
5) This is not a performance, just a relocation of the regular meet-up.

Toby was glad that we have asked and didn't see any problems. He checked with us that we will have fire safety equipment including a fire extinguisher. He also wanted to know how much fuel we would have on site, I told him I expected there to be less than ten litres.

So, it's ON! Hell, I might even make it out myself...

Hey the reporter is coming down to frankitts at 7pm to do small interviews during the light hours. He's also the reporter who covered occupy wellington this morning. I'm sure whether it's at frankitts or at civic square people from occupy will come down to watch and play music :)
