I don't think Netanyahu was underestimating Hamas, I think he let the attack happen on purpose because he knew a lot of Israelis were against his authoritarian power grab of taking away power from the Supreme Court, and he hoped that under the fog of war people would be on board with him having unchecked power.

According to the New York Times, per the October 7, 2023 terrorists massacres in Israel.. Its inception was a year prior. I am just angry that Israel had a chance to prevent this and assumed it was too hard to pull off.
