“维权网”是非政治性和非组织性的公民维权志愿者的松散联网，旨在协助民间维权力量发展公民社会，通过民主方式促进法制改革，遵循普世人权标准和中国宪法规定的各项公民权利，监督政府落实其对保障人权的承诺，追究侵权责任，为受害者寻求司法和社会救助。
