subject headings list

Hello everyone:
I have a question about the weine subject headings list 2000 rev.
On the directions page it says ; lower case letters are for terms NOT
used as subject headings.
Here are some terms that show up in lower case letters: adoption,
aggadah, anti-semitism, bar and bat mitzvah.....
I cannot imagine that these are NOT supposed to be subject
headings. Can anyone help? Has anyone seen this list that I just
down-loaded from the AJA web site?
