Noob in WeeWX: where do I adjust overall skin font size and/or add overall custom CSS?

I've browsed the User Guide, the Customization Guide, the Wiki, the *.conf files, and some code for my preferred skin (BelcherTown)....

Two seemingly obvious elements remain invisible to me:

CONTEXT: My site, at least for mobile users, uses clearly-too-large fonts. (They are BIG, and wordwrap in a single word.)

1) Where (if anywhere) does one adjust overall site UI/UX parameters like overall font size (NOT per-element size)???

2) If I want to add a bit of custom CSS, where do I do that?

Look in the skin directory that you're using. If you're using the Seasons skin, there is a seasons.css file that you can tweak.

So, in essence sounds like there is no overall standard for basic UI/UX elements? 

I'll go take a look ;)
