NOAA reports correct from mysql; but, not from Mariadb

I've been having issues with the NOAA reports showing the heating degree days and cooling degree days as "$day.heatdeg.sum.format($Temp,$NONE,add_label=False) $day.cooldeg.sum.format($Temp,$NONE,add_label=False)" rather than as a number for quite some time.  A long list of posts for this issue are in the group, and I could provide back story that would make the Star Wars universe look like a Readers Digest condensed series.

As it is today:

Weewx 5.1 running on an HP mintower under Debian. Serial/USB connection to the Davis Encore receiver for the Davis Vantage Pro.  

1) Standard installation and configuration using the mysql db it works like a charm.  See file names prefixed with Mysql.  It ran this way a few days so the mysql reports have a few more days than the Mariadb reports.

2) Installed Mariadb client and changed configuration to use Mariadb server (server runs on a Windows Server 2019 system), user/passwords/authorities set per documentation, the schema was created with no tables (weewx creates them on startup, see time stamp Aug 29 19:30:07 in Mariadb_20601_short._LOG.txt),  buffered data updated in the DB, NOAA reports do not work correctly.  See file names prefixed with Mariadb.

I compared the archive table in the Mariadb DB and the mysql db and did not see any differences.  When the reporting runs, it logs messages related to the neowx-material skin I have loaded.  This question can focus on the standard weewx reports.  

What is causing the mariadb reports to be incorrect; yet, the mysql reports are correct?

Any and all assistance is greatly appreciated!
