udev rule wont trigger on boot unless i unplug/replug the vpro-ii weather envoy

I use vpro-II over USB using a DAVIS Weather Envoy. It  has to be disconnected and reconnected after every reboot before it will establish comms between the envoy and the PC. After that it's fine until the next reboot and i have to go through this again
I use this in /etc/udev/rules.d
SUBSYSTEMS=="usb",  ACTION=="add", ATTRS{idProduct}=="ea61", ATTRS{idVendor}=="10c4", SYMLINK+="vpro"

but for reasons I dont understand it doesnt get activated on boot only after i unplug and replug the Envoy.
Can someone tell me what I am missing?
