I have not actually done this.
I would suggest looking at the service that posts to CWOP over the
internet. It's generating the APRS message, and then will be sending
it via APRS-IS or some cwop servers. Instead (or in addition) I think
you want to connect somehow to direwolf and send that same message
(well, probably with a WIDE1, WIDE2 path instead).

Yes, but that exists (I am 99% sure) in the existing CWOP upload code.

Now I'm not following. direwolf is a soft tnc, so if you are using
that, you would have a radio connected to actually transmit from your
weewx pi.

The real question is if you are ok with internet-only reporting, or if
you want to transmit the reports over the air for survivability.
