Data upload failures on restart

When I restart my weewx instance, with about 8 hours data to upload, several services will not accept multiple uploads at a time. The ones on my list are AWEKAS and Windy.
Can sending more data than is accepted by halted in some way?
mariadb from 11.4.2-MariaDB, client 15.2 for debian-linux-gnu (x86_64) using EditLine wrapper
weewx v5.1.0 (debian packages)Debian GNU/Linux trixie
