Trouble with Vantage Vue and updating of the index.html file

Recently upgraded from a RaspberryPi 3 to a Pri 4, I also upgraded WEEWX from 4 to 5- also installed the Belchertown extension.  Seems to be running - I do not see any thing in the syslog that indicates a big problem- 

however, the time stamp (and data) on the home page of my web site (www.OakOrchardWeather.NET) is not updating every 30 minutes.  The time stamp on the FTP'd index.html file *does* increment every 30 minutes. 

I have looked over the wiki report regarding the Vantage driver effecting updating. 

I have also tried the weectl device --dump and weectl --clear-memory commands without success.

Your log shows permission errors. See the many recent similar threads here from other users and the ‘understanding permissions’ section in the wiki.

Okay Vince.  Think I will go back down to v4.10 and monitor the group for further updates on this issue.  Many thanks.  I appreciate your efforts and assistance!

Eric - I do not understand what further updates you are expecting to monitor for.   See Tom's reply with now to fix your problem.  This is a two-minute thing to do if you just follow the wiki instructions.
