That's a bold claim, but it's more likely that some skins and modules or maybe your level of information didn't move along with the advance of WeeWX. In my experience WeeWX since 5.0 is easier to install and use than ever before. However, discontinued extensions may not work anymore, in some cases. Maybe, instead of moving backward, you can address particular issues you have with your current installation and we can try to fix them, resulting in an up-to-date installation, which will make future maintenance much easier.

Anyway, just telling us, your installation runs on a debian OS, is not enough information to answer your question.

A vague question deserves a vague answer :-)
All the versions can be downloaded from here: https://weewx.com/downloads/released_versions/
Installation instructions are also in the docs online https://weewx.com/docs/4.10/
Just keep in mind, it will be tough getting support as fewer installations will be on v4 any more.

Many many hundreds of happy users disagree.

To answer your question, try a RTFM of the v4 related documentation. It’s all in there.

So... short answer; start from scratch.  I've got a handful of weewx instances for various purposes, all on 4.10.2 or whatever the
last 4.* release is.  I haven't tried weewx 5.x (I did but left it alone), but my actual gripe is with python's overlords disallowing
PIP installs into the main system.  I can sort-of "get" the point of the attempt to not pollute a Linux distribution, but I resent
Python's intrusion into my decisions about what's best for me.

Probably not a popular opinion, and completely unrelated to weewx, but here we are.  FWIW, I'm also behind on version of PiOS
releases specifically because of this python/pip stuff.

To your question; how did you install in the first place?  Packages can be uninstalled and specific versions re-installed.

Two things.

1) I kind of agree about Python. I don't like being forced into virtual env either, but there's not a lot that I can do about it besides use it enough to get comfortable with it.
2) You can always use apt to install it on Debian and avoid all the pip stuff. My upgrade from 4 quite a while ago was painless using apt.
