Weewx new install on raspberry pi. SDR failed to start

New SD card with a fresh install of Raspberry Pi OS (64bit). Used the apt to install apache2, rtl-433 and rtl-sdr. Used the weewx guide at https://weewx.com/docs/5.0/quickstarts/debian/ to install weewx 5.0 using apt. 

Added the weewx-sdr extension from https://github.com/matthewwall/weewx-sdr. After downloading the file used "weectl extension install  weewx-sdr.zip", set the driver to SDR and added my sensors. Started weewx and it failed as rtl_433 didn't start for a usb error. Added rtl-sdr.rules to the /etc/udev/rules.d directory. Rebooted the system and it still had the problem of rtl_433 not starting. Got is working by adding the user "weewx" to the plugdev group. Now data is being collected.
