Belchertown: Highcharts License required?

I wonder whether I need a license from highcharts.com to use Belchertown skin. Do I need it or is it free for private use?

As I read the web site, it's necessary to register for a no-cost license:

https://www.highcharts.com/blog/download/
https://shop.highsoft.com/highsoft/form/noncommercialform

That seems to be a way for them to grant you a license under

Creative Commons (CC) Attribution-Non-Commercial license
