I tried to update WeeWx to version 5 using the command line. It seems to be stuck on Version 4. When ever I try to run the command it goes through its sequence and then says that WeeWx is already up to date. Not sure what I am doing wrong?

Way too little information. For starts, how about:

Package install? Pip install?

What version are you updating from?

Operating system?

What were the exact commands you entered and what was the response?

See https://weewx.com/docs/5.1/ for installation instructions for your platform and https://weewx.com/docs/5.1/upgrade/ for the upgrade guide which has info on the many changes vs. v4

Not sure what you mean by package vs pip install. Version 4.10.2  OS: Debian
sudo apt update sudo apt install weewx

Reading package lists... Done
Building dependency tree
Reading state information... Done
weewx is already the newest version (4.10.2-1).
The following packages were automatically installed and are no longer required:
  libqt5qml5 libqt5quick5 libqt5sql5 libqt5sql5-sqlite libqt5webkit5
  qml-module-qtgraphicaleffects qml-module-qtquick-controls
  qml-module-qtquick-dialogs qml-module-qtquick-layouts
  qml-module-qtquick-privatewidgets qml-module-qtquick-window2
  qml-module-qtquick2 ttf-liberation
Use 'sudo apt autoremove' to remove them.
0 upgraded, 0 newly installed, 0 to remove and 485 not upgraded.

Follow the 'configure apt' and then 'upgrade' sections in the debian quickstart procedure.

Personally I installed a new v5.1, then plugged in my old database and ran 'weectl database reconfigure'

I did this as some of the skins I was using had been greatly altered since I'd last implemented them.

sorry if i missed it somewhere in your posting, but which version of debian are you running?

the debian packages for weewx 5 run only on debian 10 or later.

if you are running something later than debian 10, be sure that you updated the file /etc/apt/sources.list.d/weewx.list (see the 'configure apt' section of the weewx installation instructions), and be sure that you did not somehow pin weewx to v4.
