Capture why WeeWX is shutting in a service

Has any thought been given to adding a SHUTDOWN event or passing additional information like the exception and stack trace to the shutDown method?

The reason I ask; I use Healthchecks and Pushover to monitor WeeWX. Even though this information is logged, it would be convenient to have it pushed to me when WeeWWx shuts down.

Is there another way a WeeWX service could capture this information.

Right now, the method StdEngine.shutDown() calls the shutDown() method of all the registered services. Before it does so, it could send out a SHUTDOWN event.

Off the top of my head, I don't see any downside, but something that deep in the guts of something always has a side effect!

I’ll put a PR together and we can decide if the risk is worth the reward.
