v5 version of wee_reports

I haven't tried wee_reports in a while, but it should work the same as before.

I should reword my question.  'Is' there a wee_reports in v5 ?

All I see in 'bin' in a venv installation is weectl and weewxd.

I don't see any of the following in my v5a11 venv installation...

• wee_reports
• wee_database
• wee_import
• wee_debug

There will be, but it requires being refactored a bit to allow it to be installed by pip. Same with the others.
