Mr. Mark DalyPLEASE QUOTE REF NUMBER ON ALL CORRESPONDENCEOur Ref: 1202168Dear Mr. DalyThe Minister for Education and Skills Mr. Ruairi Quinn T.D. has asked me to refer again to your recent correspondence in relation to Springboard.Springboard is a specific initiative to provide part time higher education places for unemployed people who have lost jobs in sectors where employment levels will not return and who will need new qualifications and skills to re-enter employment as the economy recovers. The programmes that are being funded under Springboard 2011 were selected by an independent evaluation panel following a competitive tender process. The Certificate in Science in Web Technologies programme in the National College of Ireland, which I understand that you have completed, was approved as a stand alone level 8 programme under Springboard 2011. The Higher Diploma in Web Technologies at NCI to which you refer in your correspondence is not an approved course under Springboard 2011 and it is therefore not possible to fund students on that course under the Springboard programme.The Higher Diploma in Web Technologies is however an approved course under the ICT graduate skills conversion programme which is one of the measures introduced as part of the new Government - Enterprise ICT Action Plan, details of which may accessed at the following link:The ICT conversion courses are intensive conversion programmes which have been developed in close collaboration with enterprises to respond to a very specific ICT skills shortage. The courses, which are fully funded by this Department, allow those with the appropriate qualifications to convert their skills during an intensive course of study in a higher education institution and a corresponding work placement in a partner company. It is a matter for each institution to determine the entry requirements for its programmes.
