ANNOUNCE: WebStack 1.2.7

Fixed and enhanced the multipart features - the focus of much of the
work in this release has been on file uploads, especially around the
Java Servlet API support, but with most frameworks hopefully getting
the benefit of stream-based access to uploaded files, and with such
files stored temporarily on disk rather than being loaded into memory
(which is how the standard library cgi module has been working all
along).
Introduced dictionaries of headers where the keys are case-insensitive
- this remained overlooked for a long time, but it was preventing
proper content type recognition for Java Servlet API file uploads,
amongst other things, generally where new dictionaries were created
within WebStack.
