web.py contributor status update

In a previous email, I laid out 7 kinds of tasks that need doing for
web.py. Here's how things are going on the two sections I've received
volunteers for.

1. Administration and infrastructure.

I set up a SVN repository at: http://webpy.org/svn/
I set up a trac instance at: http://webpy.org/track/

I've imported all the old versions into SVN (along with some new ones)
and I added a few components to trac, but otherwise haven't done a
whole lot. If anyone has any configuration tips, email me privately.

5. Code cleanup.

Jesir Vargas did an amazing job massively cleaning up the code to
support PEP 8 and other standards. His version is checked in as 0.136.

More patches are always welcome, of course.
