Serving CSS files on 1and1 shared hosting

I struggled for a few hours attempting the usual methods of serving static files, without success, before stumbling upon Tom Stratton's post, https://stackoverflow.com/questions/4751508/how-to-serve-file-in-webpy. FWIW, I was able to get the .htaccess addition to work. Hopefully this can save someone a few hours of searching and frustration in the future.
