Parse RSS Action Block

I just pushed a new Action Block to GitHub for parsing RSS.

Originally, I thought the pipeline might look something like this: [Cron Trigger -> Parse RSS -> Deduplication -> FINAL OUTPUT]

In retrospect, PubSubHubbub would make for a better RSS trigger and I'm going to get to work on that now.

It would be good to have both, really. Don't know which approach is higher priority though. PubSubHubbub is better when it's available, but it's not always available and then we aren't dogfooding as much.
