Registered commenters?

I'm wondering if the documentation on bottom half of this page (https://www.webonary.org/help/comments/) is out of date.

I found this old message that seems to refer to this setting, but it's 9 years old. 

I have a small number of collaborators and would like to give them the option to be registered subscribers so they don't have to enter their name and email every time they comment. Is this still possible?
