CHANDIGARH: In a major relief to thousands of owners of illegal structures existing within sectors of urban estates and approved colonies, Haryana government on Tuesday announced to give Change of Land Use (CLU) certificates to owners.

Besides facilitating such occupants in various pockets of NCR towns of Gurgaon, Manesar, Faridabad, Sonipat and Jhajjar, the initiative is likely to benefit units in Panchkula as well.

According to rule, owners of such plots or the structures existing in sectors or colonies shall be regularized after they pay the External Development Charges (EDC) to Haryana Urban development Authority (HUDA) or the colonizer.

"They need to obtain the NOC after submission of EDC. The benefit is restricted to the residential constructions and plotted areas only," said T C Gupta, director general of town and country planning department.

Inquiries revealed that the proposal mooted by the department came in concurrent with the government's initiative of regularizing the constructions which have been made in violation of the periphery control Act and urban development Act.

The initiative shall also give a relief to thousands of persons who are also facing criminal cases filed by the town and country planning department for violations.

Current initiative shall facilitate land owners who have the plots up to the size of 500 square yards. This is likely to give real estate prices a further push, sources said.

"We hope the decision is implemented soon so that we also withdraw our cases pending in the courts," said Chhatar Singh, who owns a plot in Rohtak.
