Update file within a deployed EAR

I am trying to determine if it is possible to update a file in a
deployment without re-deploying the whole EAR again.

For example, I have my have my I18N translations in an XML file that I
would like the end-user to be allowed to modify. That way they can be
responsible for their own language translations.
Is there a way to do this?
