3) Strong Functional Analyst experience around Finance systems and electronic funds transfer via the web. Gap challenges, and working with various groups for resolutions.
Job Description: Ideally, they are looking to bring someone on fulltime or willing to convert fulltime with a temp to perm contract to drive their Exchange IT systems Financial Solution. Needing someone that has strong background working with Web Financial transactions handling various types of payment types and processes (ETL, EDI, ETL). Handling the intricacies of various groups that play a key role in meeting this initiative. Working with multiple integrators, but the key is to make sure everyone is staying on task to meet the Exchange IT financial systems milestones. Acting as a liaison for various business groups and partners for documenting and resolving issues. Participate in various meetings to address issues and assist with gap analysis and work plans to stay on track. Experience with Sage Financial Systems a PLUS

Job Description: Client is seeking (BA's) Business Systems Analyst with strong experience working with Healthcare Enrollment, Healthcare or Insurance eligibility, and/or Healthcare or Insurance Administration enrollment systems.

The Business Analyst will be assign to a program and learn all functionality and technologies associated in support of the program. Which, is why they are calling this position a (TSA) - Technical Solutions Analyst. The Technical Solutions Analyst (TSA) or Business - Systems Analyst (Busines SA) position is responsible for driving business solutions that support products and programs of the Washington Health Benefit.
The Technical Solutions Analyst provides expert-level leadership in the areas of design, development, testing, data conversion and interfaces. Responsible for developing and implementing efficient and cost effective solutions that address a diverse range of complex problems associated with business and technical processes and requirements. This position works in coordination with the Business Program Specialists, the Exchange Systems Integrator, and members of the Information Technology team to assure that the solutions designed and built meet the business objectives and are technically sound. The position is also responsible for coordinating events and activities with business stakeholders and technical personnel to facilitate identification and documentation of business requirements, define automated or improvement processes to implement to enhance workflow solutions. The Technical Solutions Analyst supports and coordinates the error and issue/risk identification and resolution process for the program; conducts code reviews and testing activities as required; and directs the approval process for tests results.

The Technical Solutions Analyst works closely with business and IT partners, vendors and state agency partners to execute new solutions and policies. The Technical Solutions Analyst is expected to maximize current and new technology capabilities relevant to functional areas of the Washington Health Benefits Exchange and to develop and improve business processes, support workflow and improve efficiencies.
All the programs will be dealing with ongoing development enhancements that will require all BA's to understand the SDLC process. Working with integrated programs that are impacted, developers, testers, etc.. And participate in daily Scrum meetings. Will be working on new or existing requirements from start to finish and communicating effectively with Business groups and PM's, Developers, Testers to understand the changes, deliverables, business rules and assist with testing the product changes for accuracy and publishing into production. Presenting the prototype changes to the business group assigned for accuracy and approval to determine "Go-Live" date for implementation.
Additional Information: SEARCH STRING:
* It would be great if the person had a background in eligibility or enrollment because those are foundational tracks of their systems they'll be supporting.

* Focus on (Healthcare enrollment, eligibility) OR (Administration enrollment or eligibility) OR (Insurance enrollment, eligibility )
* Supporting an Enterprise Program with full responsibilities as a BA from gathering requirements , testing, to supporting ongoing changes from Start to Finish
* SDLC process experience and working with Developers, Testers, etc.. And participate in Scrum meetings, etc...


DUTIES AND RESPONSIBILITIES
* Leads, provides input, writes and reviews designs and deliverables for information technology solutions serving the Exchange
* Organizes, leads, and participates in work sessions and follow-up activities to support the gathering and documentation of requirements.
* Documents system design specifications and workflows. Assists customers in defining needs/requirements. Performs complex analysis of data and monitors the ongoing performance of developed systems.
* Plans and coordinates reviews and approval of technical deliverables.
* Coordinates and oversees testing activities with quality assurance testing group as well as internal and external stakeholders. Verifies that all requirements have been addressed in each phase of testing.
* Prepares materials for test results review, plans, coordinates the reviews and assists with the compilations of the Systems Integrator response, accepting or rejecting test results.
* Serve as a liaison between the systems integrators, the Exchange business staff, state agency personnel and other stakeholders and partners.
* Support and assist with the planning and execution of interface and data conversion design, development, testing and implementation.
* Other duties as assigned.

Required:
* Bachelor's Degree in business, public administration, Information Technology (IT), computer science or closely related field AND six years' of experience in system design, development, testing and implementation of IT projects or related experience.
Note: Qualifying experience may substitute year for year of education.
* Technical experience on complex server based projects; experience with testing at all levels, including Systems, Integration and UAT.
* Ability to clearly communicate concepts and ideas to a variety of audiences through both verbally and in writing.
* Experience gathering and managing business and technical requirements and system design within the Systems Design Life Cycle.
* Knowledge of project management best practices, principles, and skills.
* Demonstrated ability to understand every aspect of a technical solution.
* Ability to work in a demanding fast paced environment with multiple deadlines.

Desired:
* Master's Degree.
* Previous applicable experience in health care enrollment and/or human services management environment.
* Experience in configuration management and version control within large software projects.
