Servers in a cluster not sharing load

Hi,

We have 2 Weblogic 8.1 Production Servers in clustered environment.
Machine#1 hosts Admin service & Web-app Service and Machine#2 hosts
Web-app service. Both servers are are configured for Cluster Weight to
100, but rather than both servers sharing the work-load, somehow only
Server_2 is doing all of the processing.

After 3-4 hours, Server_2 slows down, but Server_1 does not kick-in.
CPU usage on Server_2 goes to 100%. Since Client experiences slowdown,
we have to stop/restart Server_2 service, then Server_1 kicks-in. Once
Server_2 is started again, it takes over all the processing again and
Server_1 becomes idle again.

Both machines have same hardware configuration and other settings like
heap size, thread count, round-robin, etc.

We are looking into slowness problem as to why CPU going to 100%
utilization. Please send your inputs on why cluster might not be load
balancing (only 1 serves at a time).
