Maintenance handover

Hi folks,

this is a good time for me to officially hand over my maintenance office.

I haven't worked much on Weblocks lately, resorting to barebones maintenance duty only,
and I don't think this will change any time soon. Even then I would be more interested in
a fork that removes a lot of functionality.

A maintainer's last duty is to ensure that someone else who is capable and motivated will
take over. Olexiy and Scott fit the bill, so I'm positive that this project can continue.

I would also like to turn over the official website service, so if you can find someplace else
to host it that would be great.

For the time being I will continue to maintain the related projects cl-oauth and montezuma.

I am available to help with graphic design for anyone that desides to take over.
