"Fallback" OpenID provider in host-meta allowed?

Hello,

I've discovered that Yahoo announces the
http://specs.openid.net/auth/2.0/provider in
their .well-known/host-meta XRD file.

Since their lrdd files seem to broken, I'd consider the host-meta
information as "fallback" for missing information in the lrdd XRD file.

Is that a correct assumption? Which links/properties are allowed to
fall back from lrdd to host-meta?
