Problem with Users

Here's one more problem I ran into.
It is weird in a way it shows up.

1) I log on to webdns as initial superuser that is admin
2) Click on "Users" and see the only user admin with "No zones
associated with this user"
3) I click on Edit icon and see the screen with "Apply permissions to
the following zones" empty. There's no way to add my test.com zone
here.
4) I go back and click on "Users" button again and now I see "Group
Users for" and nothing else. Any attempt to choose the group from the
drop-down list yields the same result.
